Keamanan, Keselamatan, Kesehatan, dan Lingkungan Hidup (K3L), or in English, is Healthy, Safety, Security, and Environment. K3L certification is a process to ensure that a product meets these parameters.
K3L certification in Indonesia is regulated by the Directorate of Standardization and Quality Control of the Directorate General (Ditjen) of Consumer Protection and Trade Compliance (PKTN) of the Ministry of Trade (Kemendag) of Indonesia.
The K3L certification process is necessary to avoid the use of dangerous products and to ensure that products can be used safely. Goods that have obtained this certification are guaranteed to pose no safety risks that could cause casualties or damage.
Scope of Products Requiring Certification
The scope of products requiring K3L certification is listed in Appendix III of Regulation of the Minister of Trade (Permen Kemendag) No. 33 of 2025. The regulation explains that several types of goods must meet business activity standards.
These products are divided into two categories, namely electrical and electronic goods, and goods containing hazardous chemicals. Products that require K3L certification are those that must meet safety criteria but do not yet meet SNI criteria.

Who Must Apply for Certification?
Applications for Indonesian K3L certification are regulated by the same Ministry of Trade regulation. The regulation explains that, in general, there are two types of products that require K3L certification, namely domestically manufactured products and foreign products.
From these two types of products, there are three categories of K3L certification applicants, namely domestic brand manufacturers, foreign product manufacturers, and importers.
- Domestic brand manufacturers: Companies that manufacture products with a domestic Business Identification Number (NIB) can apply for certification directly.
- Manufacturers of foreign products: Companies that manufacture foreign products must meet or adjust to existing standards in Indonesia by applying for certification.
- Importers: Importers of foreign brands are responsible for bringing products into Indonesia. Therefore, they are permitted to apply for certification.
K3L Certification Process

Obtaining an Indonesian K3L certificate involves a fairly lengthy process. The process includes creating an Online Single Submission (OSS) and Consumption and Trade Control (PKTN) account, testing, and submitting a certification application.
Creating an OSS and PKTN account
The first step in applying for K3L certification is to create an OSS and PKTN account. The OSS system itself is a single system for various types of business licensing in Indonesia, managed by the Ministry of Finance of Indonesia.
If you have previously obtained other licenses in Indonesia, such as an Indonesia type approval certification for telecom or wireless products, then you probably already have an OSS account.
Next, you only need to create a PKTN account, which you can register through the sso.kemndag.go.id page, and it will be immediately synchronized to your OSS account.
Testing at the testing center
To obtain K3L certification, you must undergo sample testing at a testing center. You can consult with the testing center to determine which items will be tested.
Next, once you have decided which items to test, simply send the items in question to the testing laboratory. There are two testing parameters for electrical and electronic items of this type, namely Current Leakage and Protection Against Touchable Active Parts.
Items containing hazardous chemicals will have different testing parameters. The testing time at the testing laboratory depends on the queue at the laboratory itself. It is estimated to take around 1 week after the items are registered for testing. Once completed, the test report will be issued.
Submit documents
Once you have received the test report, you can then complete all the documents. Once they are complete, you can immediately submit the documents.
Required documents:
- Stamped statement that the goods meet K3L requirements
- Physical photo of the goods
- Test report from the testing laboratory
- List and addresses of distributors, agents, wholesalers, and/or retailers
Documents are submitted through your OSS account. You need to select the Indonesian Standard Industrial Classification (KBLI) from the list you chose when creating your OSS account. Simply select the KBLI according to the type of trade conducted that is related to the K3L certification.
Next, you will receive a Permit ID. After that, OSS will synchronize with your PKTN account. You then need to fill out the K3L application form before submitting all the required documents.
The K3L form contains information about the responsible company, product, and factory information, as well as agent and distributor data.
Document verification
After you submit all your data, the relevant officer will verify your documents. The verification process usually takes 3 days.
You can monitor it during that period. Check the Applicant List toolbar menu to see whether the document verification process has been completed or not.
Certificate issuance
The K3L certificate will be issued after going through the above process. To obtain it, you can download it directly through your PKTN or OSS account. The entire K3L certification process takes approximately two to three weeks.
The K3L certificate is valid for five years from the date of issue. After five years, if the product is still being manufactured and imported into Indonesia, you will need to apply for a certificate extension. If there are no changes to the specifications, the old test report can be reused for the renewal process.
Products that are still in circulation after the certificate expires can still be distributed and used, provided that they were produced during the certificate’s validity period.

Labeling
All goods that have been K3L certified must be labeled. This is confirmed in the Minister of Trade Regulation No. 33 of 2025. Certified goods must include the K3L-related goods registration number that has been issued on the goods and/or packaging.
The label must be easy to read and not easily damaged, as long as the goods are still being traded.
