What is SNI Certification?
Indonesian National Standards (SNI) are managed by the National Standardization Agency (BSN). This authority is a non-ministerial government agency tasked by the government. BSN fosters and coordinates all standardization and conformity assessment activities in Indonesia.
SNI standardization always refers to applicable international standards. BSN is actively involved in various international organizations such as the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), and the International Laboratory Accreditation Cooperation (ILAC).
As a result, the standards applicable in Indonesia are equivalent to those used globally. This ensures that the quality of Indonesian products is maintained and can compete internationally.
The SNI certification process carried out by BSN is necessary to ensure that all products circulating in Indonesia meet technical, safety, and security standards in accordance with applicable regulations. Products that have obtained this certification are guaranteed to pose no risk when used.
Scope of Audio-Video Products Requiring Certification
The scope of audio-video products requiring SNI certification is listed in Regulation of the Minister of Industry (Permen Kemenperin) of the Republic of Indonesia No. 75 of 2024. The regulation explains that there are several types of audio-video products that must be SNI certified.
Audio-video products that must be certified are those with a supply voltage of no more than 250V AC single-phase or DC supply voltage. SNI certification for audio-video products applies to both domestic and/or imported products marketed in Indonesia.
The following are some examples of audio-video products that require SNI Indonesia certification:

Who Can Apply for Certification?
Applications for SNI certification are regulated in the same Ministry of Industry regulation. The regulation explains that there are generally two categories of certification applicants, namely local manufacturers and foreign manufacturers.
Local manufacturers
Local manufacturers, in this case, are domestic industrial companies that must have a business license in the industrial sector. The following are some of the requirements:
- Having a business license in the industrial sector, according to the scope of KBLI 26399, KBLI 26410, KBLI 26420, and/or KBLI 26490.
- Local manufacturing companies should have their own brand for audio-video class 9 (nine) registered with the Directorate General of Intellectual Property.
- Having production facilities at least in the form of product assembly facilities and marking facilities.
- Having test equipment at least in the form of dielectric strength test equipment, functional test equipment, and earth continuity test equipment.
- Implementing the quality management system of ISO 9001:2015.
- Local manufacturer companies must have a SIINas account.
Foreign manufacturers
Foreign manufacturers wishing to apply for certification must have their own brand for Audio Video class 9 (nine). In addition, manufacturers must also appoint a domestic company as their official representative.
The company appointed by the foreign manufacturer will then act as the party responsible for the entire certification process. The appointed company may or may not be an importer.
The following are the requirements for foreign manufacturers
- Conducting business activities in audio video industry.
- Foreign manufacturers should have their own brand for audio-video class 9 (nine) registered in the Directorate General of Intellectual Property.
- Having production facilities, at least in the form of product assembly and marking facilities.
- Having test equipment at least in the form of dielectric strength, functional, and earth continuity test equipment.
- Implementing the quality management system of ISO 9001:2015.
- Having an official representative company in Indonesia.
The following are the requirements for an official representative:
- The official representative company must be appointed by foreign manufacturers, as proven by a notarial deed.
- The official representative obtain right to use and be responsible for the brand of audio-video class 9 (nine) from foreign manufacturers, proven by registration of the license agreement in the Directorate General of Intellectual Property.
- The official representatives should control warehouses located in the same city or district, as proven by the warehouse registration number.
- The official representative company can act as a local importer company for audio-video products produced by foreign manufacturers.
- The official representative company must have a SIINas account.
As a note, official representatives can only represent one foreign manufacturer. The exception is when the official representative company and the foreign manufacturer originate from the same parent company.
Aditionally, official representatives must also come from parent companies that conduct business activities in the audio-video industry and also hold shares in the subsidiary. Finally, official representative companies do not act as importers.
SNI Certification Process
Obtaining an SNI certificate involves a lengthy process. The process includes creating a National Industrial Information System (SIINas) account, submitting documents, selecting a Product Certification Body (LSPro), factory audits, and sample testing.
Creating a SIINas account
The first step in applying for SNI certification is to create a SIINas account. This system is managed by the Ministry of Industry of the Republic of Indonesia and is used to upload all documents required for certification applications.
PKTN accounts can be created via the website https://siinas.kemenperin.go.id/. You can then follow the guide to submit all documents.
Submit documents
On your SIINas account, you will be asked to input data by filling out a form, selecting the SNI to be submitted, selecting LSPro, and uploading proof of brand ownership in the form of a brand certificate for Audio-Video class 9 (nine).
In addition, you are also required to upload other supporting documents. Here is a list of supporting documents that need to be prepared for SNI mandatory audio-video products:
- Application letter printed through SIINas and signed by the director of the local manufacturer or official representative companies.
- Copy of the company’s deed of establishment and its amendments from the local manufacturer or official representative companies.
- Copy of business license with the scope of business activities of the audio-video industry with KBLI 26399, KBLI 26410, KBLI 26420, and/or KBLI 26490 for local manufacturer companies.
- Certificate quality management system of ISO 9001:2015.
- Statement letter printed through SIINas and signed by the director of the local manufacturer or official representative companies.
- Production process flow diagram.
- Information of audio video products, including product type, brand, and type/model.
- List of product groups.
- List of critical components containing information on component name, brand, type, specifications/values, reference standards, and name of certification body/testing body.
- Certificates and/or test reports for critical components according to IEC standards or equivalent.
- SNI certificate for cord cables and plugs if the audio-video products are sold with cord cables and plugs.
- List of production facilities and testing equipment.
- List of product quality control from raw materials to final products.
- Illustration of affixing the SNI mark.
- List of documented information according to ISO 9001:2015.
- Organizational structure.
- Business process.
Selecting an LSPro
A Lembaga Sertifikasi Produk (LSPro), or in English, is a Product Certification Agency. That is an agency that conducts audits, sample testing, and issues SNI certification. In this case, they have collaborated with and are officially registered with the Ministry of Industry.
The list of LSPro is included in the Decree of the Minister of Industry No. 887 of 2025. The following is a list of LSPro that you can choose from:

Factory audit and sample testing
After selecting the LSPro that will carry out the SNI certification process, a factory audit and sample testing will be scheduled. For factory audits, the LSPro will be dispatched directly to the domestic or foreign factory of the certification applicant.
One person will be dispatched for the adequacy audit process. Additionally, four people will be dispatched for the domestic manufacturing compliance audit and six people for the overseas manufacturing audit for a maximum of four product groups. A total of five days and five people are required for domestic manufacturing, and seven people for overseas manufacturing.
The audit does not include sampling, which requires one person for a maximum of four product groups. Sample testing will be carried out by LSPro and will be tested directly in their laboratory.
The mandatory application of SNI for audio-video products is carried out through conformity assessment activities based on certification type 5 (five) or type 1n (one n). Conformity assessment for SNI type 5 certification is carried out based on the following two main stages:
- Factory audit: SNI type 5 (five) certification requires an audit of the production site and the implementation of a quality management system in accordance with ISO 9001:2015.
- Sample testing: SNI type 5 (five) certification requires quality conformity testing based on applicable SNI testing standards.
Meanwhile, conformity assessment for SNI Type 1n (one n) certification is carried out based on the following two main stages:
- Application review: SNI certification for Type 1n (one n) is carried out on audio-visual samples taken from each production lot or batch.
- Sample testing: SNI certification for type 1n (one n) also requires quality conformity testing based on applicable SNI testing standards.
Special provisions for OEM and ODM factories
If foreign manufacturers use OEM (Original Equipment Manufacturer) or ODM (Original Design Manufacturer) services, there are additional provisions for processing SNI certification for audio-video products.
They are known as Maclon. This is a collaboration for SNI certification for local manufacturing companies or foreign manufacturers. Maclon can be carried out if both the provider and the recipient already have SNI certificates for their respective brands.
Additionally, the recipient of the brand cooperation or maclon also needs to obtain permission to produce audio-video products using the brand name of the brand cooperation or maclon provider.
If both the provider and recipient of the brand cooperation or maclon are located outside Indonesia, both the provider and recipient must have an official representative in Indonesia.
Certificate issuance
SNI certificates will be issued after all of the above processes have been declared successful. If any process is declared unsuccessful, improvements will need to be made.
Certificates will be obtained from your chosen LSPro. The issuance procedure will need to be communicated to the LSPro, as each LSPro may have different procedures. The entire SNI certification process takes approximately three to four months.
SNI certificates are valid for five years from the date of issuance. However, there will be one surveillance audit per year to monitor the quality of the product’s production.

Labeling
All SNI-certified goods must be labeled. This is confirmed in the Ministry of Industry Regulation No. 75 of 2024. Certified goods must bear the SNI mark and QR code by affixing a sticker, label, hologram, or printing on the product and packaging.
The label must be easy to read and not easily damaged or lost while the product is still being traded.
