Manufacturers need to be aware of the document requirements for Indonesia type approval. This is one of the key requirements for accessing the market through the DJID certification process.

This certification guarantees that devices on the market meet the safety and quality standards set in Indonesia. DJID, or the Directorate General of Digital Infrastructure, is the institution that regulates document requirements for Indonesia type approval, as telecom compliance to be able to enter and circulate in this country.

The document requirements for Indonesia type approval are regulated in the Minister of Communication and Information Technology Regulation (PERMEN) Number 3 of 2024. In fact, the document requirements for DJID certification are already listed in this regulation. However, the content is very long. Therefore, we will try to summarize it for your convenience.

Different Application Paths, Different Document Requirements

Before learning about the document requirements for Indonesia type approval, it is important to know that there are several certification application paths. These paths are divided into three parts, namely local testing, administrative documents, and final product documents, based on the Radio Frequency (RF) module report.

Each application path for Indonesia type approval has different document requirements. You can choose the path that suits your application needs. By understanding the differences between these paths, the DJID certification application process will run smoothly and effectively.

Local Testing Pathway

The local testing pathway is the most comprehensive in the Indonesia type approval application process. The process is quite lengthy, requiring you to start by sending device testing samples to obtain test result documents as a requirement for the DJID certification.

Local testing will be conducted in a DJID-accredited laboratory. Five technical tests must be passed

  • Radio Frequency (RF) Test 
  • Electromagnetic Compatibility (EMC) Test 
  • Electrical Safety Test (Only required for products powered directly by AC power)
  • Laser Safety Test 
  • Specific Absorption Rate (SAR) Test (Only mandatory for tablets or mobile phones)

It should be noted that each lab has its own testing capabilities. Therefore, a device can be tested at one lab or at several different labs.  

Pre-testing

There will also be pre-testing on the local testing path. This stage is carried out by conducting tests in Dimulti’s internal lab to ensure that the device meets the testing parameters before being tested directly in the lab.

Document Evaluation Pathway

The document evaluation pathway or also called paperwork, means that local testing is no longer required. Applicants must already have test results from an international lab that is registered or accredited by DJID. After that, the authorities will evaluate the validity of the documents.

It should be noted that test results from labs that are not registered or accredited by DJID are not valid. Therefore, companies must conduct retesting through the local testing pathway.

Additionally, test reports from international laboratories are only valid for RF, EMC, and Electrical Safety testing. If required, Laser Safety and SAR testing must be conducted at a local laboratory in Indonesia.

Document Evaluation Path Based on RF Module Reports

The document evaluation path based on the radio frequency (RF) module reports is actually similar to the document evaluation path. However, it is specifically for tools or devices whose radio frequency parameter test results in samples that do not yet meet or do not meet the DJID requirements. 

This condition usually occurs due to regulatory differences between other countries and Indonesia. For example, RF testing on end products only for spurious emission parameters may be acceptable in other countries. Meanwhile, in Indonesia, all parameters must be met, namely frequency range, output power, bandwidth, and spurious emission.

Therefore, you need to repeat the RF testing only on the modules within the product. The testing can be conducted at an international laboratory registered and accredited by DJID or at an Indonesian laboratory. This route is often used for home appliance products, such as refrigerators, freezers, washing machines, and others. 

Document Requirements for Indonesia Type Approval

After determining which route you will choose, it is time to find out the document requirements for Indonesia type approval. The following are the documents required for each testing route.

Local Testing

For the local testing route, there are two document requirements for Indonesia type approval. Documents for testing and documents to supplement the application requirements. Here is the list of requirements.  

Used for Testing:  

  • SOP and standard software for conducting tests (Testing SOP and Testing Software) in PDF or MS Word format
  • RF Feature Modulation Type  
  • RF Feature Antenna Gain Value (in dBi)
  • 2 Sets of Samples

Used to Complete Requirements:

  • Specifications of the brand and model 
  • Product photos
  • Test result reports (RF, EMC, electrical safety, laser safety, and SAR) according to the type of device
  • PM 5 application form
  • Memorandum of Understanding/Distributor Agreement between the brand owner and the Applicant/Local Representative, signed by both parties.
  • Applicant/Local Representative Information (Company name, contact name, email address, and phone number)
  • Declaration of Conformity (DoC) signed by the applicant after completing the testing

The following are the document requirements for Indonesia type approval on evaluation documents or paperwork pathway:

  • Product specifications listing the model name
  • Product photos
  • Test reports (RF, EMC, electrical safety) from an international laboratory
  • Letter of authorization from the owner of the report to the Applicant/local representative to use their reports
  • PM 5 application form
  • Declaration of conformity signed by the Applicant/Local Representative 
  • Memorandum of Understanding/Distributor Agreement between the brand owner and the Applicant/Local Representative, signed by both parties.
  • Declaration of conformity signed by the Applicant/Local Representative
  • Applicant/Local Representative information (company name, contact person name, email address, and telephone number)

Document Evaluation Based on RF Module Report

The following are the document requirements for Indonesia type approval on evaluation based on the RF module report pathway:

  • RF test report on Module  
  • EMC test report 
  • Electrical Safety, Laser Safety, and SAR test report if required by regulations  
  • Test report summary  
  • Power of attorney from the module report owner to the manufacturer to use the report  
  • Block diagram and circuit diagram  
  • Photos of the module, photos of the final product, and photos of the module installed in the final product  
  • Product specifications listing the model name  
  • Statement letter signed by the manufacturer  
  • PM5 Application Form  
  • Declaration of Conformity signed by the certification applicant  
  • MoU/Distributor Agreement between the Brand Holder and the certification applicant  
  • Brand Ownership Certificate (If the certification applicant is the brand owner)
  • Certification applicant information

Submitting Documents 

Once everything is complete, the document requirements for Indonesia type approval will be submitted via the DJID e-certification website. All documents will then be evaluated by the authorities within 24 hours. 

Once the evaluation is complete, DJID will respond regarding whether the certification application has been approved or rejected. If the certification is approved, a Certificate Payment Invoice (SP2) will be sent, and the certificate will be issued.

If the evaluation is not passed, the documents will be returned to the applicant for revision or to add any missing documents. The revised and complete documents can then be resubmitted.

Those are the document requirements for Indonesia type approval that you must prepare. Incomplete documents or ignorance of the selected testing route will cause the DJID certification application to be delayed or rejected. 

Therefore, it is important to know and prepare all documents according to the selected route from the initial product planning stage. That way, you can access the Indonesian market easily and efficiently.
