How Long is the Validity Period of Indonesia Type Approval Certificate

Manufacturers need to know the validity period of Indonesia type approval certificate. This will determine how long you can legally market and use telecom and wireless devices in this country.

Once the DJID certificate is issued, it does not mean that issues related to the marketing and use of devices are resolved. You need to be aware of the validity period of Indonesia type approval. 

In this case, the criteria are set by DJID or the Directorate General of Digital Infrastructure Resources. This is the agency that regulates the approval process for telecommunications devices entering and circulating in the country.

Understanding the validity period of Indonesia type approval makes you aware of certificate renewals. That way, your devices will always be legal to market and use in this country. 

Certificate Issuance Process

Before learning about the validity period of Indonesia type approval, you need to know how the certificate is issued. The issuance of a DJID certificate involves a lengthy process. 

The process includes document compliance, testing for document requirements (test report), and certification application. 

Testing

Testing for the DJID certification can currently be carried out through two processes, namely local testing or international testing. In this case, local testing is more recommended and will periodically become mandatory.

Testing includes:

  • Radio Frequency (RF) Testing
  • Electromagnetic Compatibility (EMC) Testing
  • Electrical Safety Testing (Only required for products directly powered by AC power)
  • Laser Safety Testing
  • Specific Absorption Rate (SAR) Testing (Only required for tablets or mobile phones)

For valid test reports from international laboratories, only RF, EMC, and Electrical Safety testing is required. If Laser Safety and SAR testing is required, the testing must be conducted at a local laboratory in Indonesia.

The following is a list of general documents required for DJID certification applications:

  • Product specifications, including model name.
  • Product photos.
  • Test reports (RF, EMC, Electrical Safety, Laser Safety, SAR).
  • PM5 Application Form.
  • Declaration of Conformity signed by LR.
  • Memorandum of Understanding/Distributor Agreement between the Brand Holder and LR
  • LR information (company name and address, name and contact number, company email address)

Differences in the submission process will result in additional document requirements for Indonesia type approval.

Submit documents

The above documents must be submitted through the official DJID e-certification portal at sertifikasi.postel.go.id. To submit these documents, you must have an Indonesian Government Online Single Submission (OSS) business license account to register for an account on the official DJID portal.

After that, you can create an official e-certification account. Then, you can follow the steps as instructed on the website. You will be asked to fill out a form and attach the required documents.

Document evaluation by DJID

After successfully submitting your documents, you just need to wait for the evaluation from the DJID. Usually, the evaluation results are published 24 hours after submitting the documents. However, in reality, some applicants have to wait two or three days due to the queue. 

The evaluation results can be monitored periodically on the e-certification portal. If the certification is approved, a Certificate Payment Invoice (SP2) will be sent, and the certificate will be issued.

If the evaluation is not passed, the documents will be returned to the applicant for revision or to add missing documents. The revised and complete documents can then be resubmitted.

Certificate issuance

If you have paid the SP2, you can download the certificate from your e-certification account. This means that your product has officially obtained permission to use telecommunications equipment/devices in Indonesia. The date of certificate issuance becomes the date of the validity period of Indonesia type approval.

The lead time for Indonesia type approval will vary depending on the pathway taken. 

  • Local testing: Four to six weeks.
  • Document evaluation: Three to five working days.
  • Document evaluation based on RF module and eco-module reports: The process and duration can be similar to the local testing pathway, which takes four to six weeks. 

Labeling

Certification is not the only requirement for selling telecommunications and wireless devices. All devices that have been certified by the Indonesian type approval agency must be labeled. This is stipulated in Permen Kominfo Number 3 of 2024, Article 25

Label requirements consist of three components: identification (certificate number and PLG ID), QR code, and warning label. All three components must be affixed to the product and its packaging.

If the product is too small to affix the label to the product itself, it is permissible to affix the label only to the packaging.

The Regulation in Indonesia

Understanding the validity period of Indonesian type approval is closely tied to the regulations that govern it. These are regulated in the Communication and Digital Ministry Regulation (PERMEN) No. 3 Tahun 2024 in Article 18. The content is as follows:

Article 18

  1. The certificate as intended in Article 15 is not limited in time.
  2. The Certificate Holder may manufacture, assemble, or import Telecommunications tools and/or telecommunications devices for trading and/or use in the territory of the Unitary State of the Republic of Indonesia no later than 3 (three) years after the Certificate as intended in paragraph (1) is issued.
  3. If the Certificate Holder will manufacture, assemble, or import Telecommunications tools and/or telecommunications devices for trading and/or use in the territory of the Unitary State of the Republic of Indonesia after the deadline as intended in paragraph (2), it is obligated to comply with the Technical Standards based on the results tested and proven with a new certificate.

The Validity Period of Indonesia Type Approval Certificate

If you read PERMEN No. 3 of 2024 in Article 18 above, it is clear that the validity period of Indonesia type approval certificate is indefinite. However, this is on the condition that the product is not reproduced and imported after three years from the date of issuance of the certificate. 

If the goods are no longer manufactured, assembled, or imported for use or sale in Indonesia after three years, recertification is not required. Existing stock in Indonesia can still use the old certificate until it runs out.

For devices that are still manufactured, assembled, or imported after the validity period of Indonesia type approval certificate, the device must be recertified. In the recertification process, test reports from the initial certification process can be used, ensuring that the technical regulations referred to in the previous test report are still valid. 

If there are changes to technical regulations or device specifications, testing must be redone based on the applicable regulations. This recertification process will follow the new application process at DJID. 

After the recertification process, the certificate number issued will be different from the first certificate number issued during the initial certification process. As a result, after the recertification certificate is issued, the label on the product must be modified to match the latest certificate number.

The label modification process only needs to be carried out for products that are still in production and have not been imported into Indonesia. As for products that have been imported, stored in warehouses, or distributed in the Indonesian market, no label changes are necessary. The DJID label from the initial certification process can still be used.
