Manufacturers need to be aware of the document requirements for Malaysia type approval. This is one of the main requirements for accessing the market through the SIRIM certification process.
This certification ensures that devices on the market meet the safety and quality standards set in Malaysia. SIRIM, or the Standard and Industrial Research Institute of Malaysia, is the agency that regulates the document requirements for Malaysia type approval, as telecommunications compliance to enter and circulate in the country.
The document requirements for Malaysia type approval are regulated in eTAC/DOC/01-1.1. However, the content is very long. Therefore, we will try to summarize it for your convenience.

In general, there are several document requirements for Malaysia Type Approval certification that must be prepared and submitted. The following documents are required:

- Supporting Document Attachments, which are based on the Application Category. Example:

- equipment specification
- technical manual
- test report
- Pre-Quotation
- Trademark registration evidence

All document requirements for Malaysia type approval will be submitted to e-ComM for further evaluation by SIRIM.
Document Evaluation Process
The document evaluation process is the standard and recommended process for submitting a Malaysian type approval application. In other words, applicants must already have test results from an ISO/IEC 17025-accredited international laboratory.
The standards refer to Conformité Européenne (CE) or Federal Communications Commission (FCC) for Radio Frequency (RF) testing, Electromagnetic Compatibility (EMC) testing, and safety testing.
In this pathway, applicants shall complete the following process in e-ComM: laboratory registration, test report registration, trademark/brand declaration, and compliance approval submission.
Laboratory registration
Laboratory registration is the process of registering testing facilities that issue test reports. If it is already registered in the system, then you can select it. However, if the laboratory is not yet registered with SIRIM, then you can register it yourself.
Laboratory registration for Malaysian type approval can be submitted by the applicant, consultant, or the laboratory itself. Applicants must complete the following information form and attach the relevant document requirements for Malaysia type approval:
- Laboratory Information
- Supporting documents (e.g., laboratory accreditation certificate and its scope)
- Statement & Application
For applicants applying for Malaysia type approval for the first time as DTT broadcast service recipients, the application must download the Malaysian Test Suite during laboratory registration.
The laboratory will then be verified by SIRIM. Qualified international laboratories will be accepted and registered in the system. However, if the lab does not meet the requirements, retesting must be conducted.
Test report registration
Test report registration is the process of uploading all required test results. Applicants must fill out an information form and attach Laboratory/Assessment/Test Reports via e-ComM. Valid test reports are those issued no more than five years before the date of application.
Test results for Malaysia type approval must meet the technical specifications, frequency allocation, or requirements set forth. This refers to Technical Codes, Class Assignments (CA), Spectrum Plan, Standard Radio Spectrum Plan (SRSP), or Apparatus Assignment (AA).
Trademark/brand declaration

Trademark/brand declaration is the process of recognition by the applicant regarding the brand for which an application for Malaysian type approval is being submitted. The trademark/brand declaration is categorized as follows:
- The Applicant legally owns the trademark/brand name
- The Applicant is seeking approval for trademark/brand name registration
- The Applicant had been authorized by the trademark/brand name owner
- The Equipment has no trademark/brand name (applicable for module and card only)
- The Applicant did not obtain the written consent and authorization to use the trademark/brand
The Applicant shall accompany the declaration with the following document requirements for Malaysia type approval:

Applicant had been authorized by the trademark/brand name owner. | • Evidence of registration certificate issued by Intellectual Property Corporation of Malaysia (MyIPO) or equivalent foreign organization;• Intellectual Property (IP) Authorization Letter. Letter shall follow template provided by SIRIM. Note: The validity of the approval or Certificate of Conformity (CoC)/electronic Certificate of Conformity (eCoC) shall be aligned with the expiration date of the authorization letter. |

Compliance approval submission
After going through the three stages above, all document requirements for Malaysia type approval will be submitted through e-ComM. SIRIM will schedule an evaluation on the specified date.
Once the evaluation is complete and the application is deemed “complete,” the e-certification team will assign a file number to the application. The application will then proceed to the issuance of the Malaysian type approval certificate. However, if the application does not pass the evaluation, the missing documents must be completed and then re-evaluated by SIRIM.
Local Testing Process
Local testing for Malaysian type approval applications is not a recommended or commonly used route. However, this route is often still required. Usually, this route is only required for mobile-based devices.
What often happens in the field is that IPv6 devices undergo local testing. However, there is basically no obligation for local testing for IPv6 devices. Testing can also be conducted in international laboratories.
If local testing is conducted, SIRIM will request the sample unit. The number of samples to be submitted shall depend on the evaluation required. Generally, four units are required (for certification, communication testing, safety testing, and EMC testing.
Those are the document requirements for Malaysia type approval that you must prepare. Incomplete documents or ignorance of the testing route scheme will cause your SIRIM certification application to be delayed or rejected.
