Document Requirements for Philippines Type Approval

Understanding the document requirements for Philippines type approval is essential for marketing telecom and wireless devices in the country. These documents are required for the NTC certification process.

This certification serves as proof that devices distributed and marketed in the Philippines meet established safety and quality standards. The NTC, or National Telecommunication Commission, is the authority that regulates the document requirements for Philippines type approval.

This article will help you understand the document requirements for Philippines type approval. That way, you can prepare them from the start and avoid errors or missing documents.

Certification Scheme

Before understanding the document requirements for Philippines type approval, it’s important to understand the certification schemes required to market products in the country. There are three schemes: Radio Communications Equipment (RCE), Customer Premises Equipment (CPE), and Grant Equipment Conformity (GEC).

Although they have different schemes, all schemes essentially require the same documents to be submitted to the NTC. Understanding these three schemes will help you choose the right one.

1. Radio Communications Equipment (RCE)

Radio Communications Equipment (RCE) is an application scheme for radio communications equipment with radio-frequency features. Examples of products that fall under the RCE application scheme include Bluetooth, WiFi, wireless charging, and other Short-Range Device (SRD) features.

2. Customer Premises Equipment (CPE)

Customer Premises Equipment (CPE) is an application scheme for customer premises equipment used to access public telecommunications networks. Examples of products that fall under the CPE application scheme include GPON/EPON devices, analog telephones, and fax machines.

3. Grant Equipment Conformity (GEC)

Grant Equipment Conformity (GEC) is an application scheme for telecommunications devices that exhibit both RCE and CPE functionality. Examples of products included in the GEC application scheme include smartphones, 2G/3G/4G LTE/5G NR devices, wireless access points, and WWAN-enabled SRDs.

Now that you understand the differences between the RCE, CPE, and GEC schemes, it’s time to learn about the document requirements for Philippines type approval. Regardless of which scheme you choose, the documents you need to prepare remain the same.

It’s important to note that the Philippines does not require local testing. Paperwork or document evaluation is the only viable pathway for applying for NTC certification. Therefore, ensuring complete documentation from the outset is crucial for passing the evaluation.

Therefore, you need to ensure all required documents are complete before submitting your application. Below is a list of required documents.

  1. Application form specified by the NTC Office
  2. Letter of Authorization (LoA) from applicants to Dimulti
  3. Declaration of product specification, including photos, description, and RF features
  4. Manufacturer’s declaration of conformity
  5. RF test report
  6. EMC test report
  7. Safety test report

Document Evaluation Process

The document evaluation process is standard for applying the Philippines type approval, as the country does not accept local testing. In other words, applicants must have test results from an international laboratory accredited to ISO/IEC 17025.

These standards refer to Conformité Européenne (CE) or the Federal Communications Commission (FCC) for Radio Frequency (RF) testing, Electromagnetic Compatibility (EMC) testing, and safety testing.

Once all the document requirements for Philippines type approval are collected and prepared, they will be submitted directly to the NTC office. This is because there is no online application process in the Philippines.

The submitted documents will be pre-screened. After that, you will be asked to pay for the application document evaluation before the NTC determines whether your documents are approved or not.

If you pass the evaluation, you will be asked to pay for the certificate issuance. After that, the new certificate will be processed for issuance. However, if you do not pass the evaluation, you will need to complete the missing documents and then resubmit them to the NTC for re-evaluation.

These are the document requirements for Philippines type approval that you must prepare. Incomplete documents or a lack of understanding of the testing pathway scheme will result in delays or rejection of your NTC certification application.

Therefore, it is important to understand and prepare all the necessary documents according to the chosen certification pathway from the early stages of product planning. This will help ensure smooth and efficient access to the Philippine market.
