When it comes to telecommunications markets, Yemen is by far the most complex. The infrastructure there is damaged, and the country is politically divided. However, there is still growth potential in satellite technology.
Manufacturers, importers, or distributors who wish to market their telecommunications products in Yemen must have a thorough understanding of RF certification. Safety and compliance certifications are divided into two distinct territories.
To distribute products throughout both territories, you need to understand both types of RF certification in Yemen. By thoroughly understanding the guidelines, marketing telecommunications products in this country becomes much easier.
What is RF Certification in Yemen?
RF certification in Yemen is overseen by the Ministry of Telecommunications and Information Technology (MTIT). However, due to the outbreak of war in 2015, the country has been divided into two areas of control.
This division has resulted in two authorities regulating RF certification in Yemen. These two authorities are the MTIT in Aden and the MTIT in Sana’a.
MTIT Aden is the authority under the internationally recognized Yemeni government. However, regarding RF certification, this authority only began issuing certificates in 2026. Territorially, the Aden authority controls the Aden region and other southern areas.
MTIT Sana’a is the authority under the Houthi government. However, this authority has been issuing certificates for a long time. The Sana’a authority has territorial control over the northern regions and the capital, Sana’a.
These two authorities do not mutually recognize the validity of certificates issued in each other’s territories. Certificates issued by one authority are valid only in the territory under its control. Therefore, to distribute telecommunications products throughout Yemen, two RF certifications from both authorities are required.
Product Requiring Certification
It’s not just telecommunications products that require MTIT certification. This certification applies to all devices with wireless or radio frequency capabilities.
This includes smart home devices, automotive electronics, audio and video devices, wearables, medical devices, and even mining and environmental monitoring equipment. In short, if a device emits a signal, it requires MTIT certification.
Who Can Apply for Certification?
Local companies registered in Yemen play a crucial role in the certification application process. They may act as representatives, importers, or distributors. Foreign companies wishing to apply for certification must partner with one of these local companies. If you do not yet have a local partner, you can choose Narmadi Company as your service provider or certification body.

MTIT Certification Process
RF certification in Yemen isn't as complicated as its politics. The MTIT certification application process, both in Aden and Sana'a, is simplified through a paperwork method.
This process is document-based. This means applicants must have test results for Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Safety issued by an ISO/IEC 17025-accredited laboratory in accordance with CE standards.
Document requirements
In addition to the test report, you'll need several other supporting documents to apply for certification. The following documents are required:
- A signed application form
- Technical specifications with test reports
- A Declaration of Conformity from the manufacturer
- A user manual and schematic
- Product photos
- An authorization letter to your certification partner
- A further authorization letter to the local Yemeni agency
To apply for MTIT Aden certification, you will need an additional document: a list of countries where your product has been approved.
Lead Time and Certificate Validity
RF certification in Yemen for both authorities has the same lead time and validity period. The lead time for MTIT Aden or Sana'a is approximately four to eight weeks.
As for the validity period, the MTIT certificate is valid for two years from the date of issuance. You can plan for certificate renewal before the expiration date approaches.
Labeling Requirements
Once MTIT certification is issued, there are no longer any labelling requirements. Labels are not required on the product or its packaging.
Importers also do not need to take the initiative to add labels on their own to indicate that the product has been certified. The authorities in Yemen trust that all telecommunications devices that have been imported and marketed are certified and guaranteed to be safe.
