How Much Does It Cost to Apply for Japan Type Approval

Certification applications worldwide are not free; there are fees to be paid from the testing phase through to the issuance of the certification. Therefore, it is important to understand the cost to apply for Japan type approval from the outset.

The certification process in Japan varies depending on the product classification. All fee requirements are determined by the Ministry of Internal Affairs and Communications (MIC). Previously, it was known as the Ministry of Public Management, Home Affairs, Post, and Telecommunications (MPHPT).

Knowing the cost to apply for Japan type approval from the start will certainly help with your budget planning. This way, your cost estimates and budget allocation can be more accurate and effective.

Different Classification, Different Cost

As we know, in Japan, MIC certification applies to all telecommunications and non-telecommunications equipment that operates using radio frequencies.

These telecommunications products are divided into five classifications: Specific Radio Equipment (SRE), Special Specific Radio Equipment (SSRE), High Frequency Devices (HFD), Ultra Low Power Devices (ELP), and Telecommunications Terminals.

The cost to apply for Japan type approval is divided into two categories: Radio Frequency (RF) and Telecommunications (TE). Products classified as SRE, SSRE, HFD, and ELP are chargeable for RF fees. Meanwhile, telecommunications terminals are chargeable for TE fees.

1. Special-Purpose Radio Equipment (SRE)

Special-Purpose Radio Equipment (SRE) refers to devices that intentionally transmit radio frequencies (RF) for communication purposes. Examples of such products include RFID readers, drones, smartphones, Wi-Fi routers, Bluetooth devices, and others.

2. Special-Purpose Radio Equipment (SSRE)

Special-Purpose Radio Equipment (SSRE) refers to devices with lower power consumption than SRE, which are considered to pose a lower risk of causing interference.    Examples of such products include Bluetooth Low Energy trackers, Low-Power Devices (LPE), Short-Range Devices (SDR), and others.

3. High-Frequency Devices (HFD)

High-Frequency Devices (HFD) are devices that emit high-frequency radio signals and can be used in various fields such as industry, medicine, and science.    Examples of such products include induction cooktops, RF welders, industrial heating systems, and microwave ovens.

4. Extremely Low-Power Devices (ELP)

Extremely Low Power (ELP) devices are devices that emit radio frequency signals with power or field strength below the legally established field strength threshold. Examples of such products include toys with BLE, RFID tags, keychains, and others.

5. Telecommunications Terminals

Telecommunications terminals are devices that are physically or wirelessly connected to a public telecommunications network. Examples of such products include analog phones, fax machines, DSL modems, LTE gateways, smartphones, IP phones, and more.

The cost to apply for Japan type approval varies by Certification Body (CB). The costs we are providing are those typically required and based on our experience.

Please note that these costs do not include the certification consulting services we provide. These costs may also change at any time in accordance with local authority policies.

1. RF Cost

The RF cost applies to products classified as SRE, SSRE, HFD, and ELP. This cost covers testing based on the specific RF type and the issuance of the certificate.

Testing will cover several frequencies that need to be tested according to the test parameters and will be conducted on each required channel. This cost also includes details of the tests performed.

Generally, the cost for RF ranges from $17,437.78 to $20,690.59.

2. TE cost

The TE fee is a charge applied to products classified as Telecommunications Terminals. This fee covers testing and the issuance of the certificate. For TE products with RF features, both fees will apply.

Testing will cover several terminals that need to be tested according to the test parameters. The cost of each test will be included in the test details.

Generally, the cost for TE ranges from $1,488.91 to $4,037.51.

Product Marketing After Certificate Issuance

The MIC certificate will be issued by the CB once all testing and payments have been completed. However, the issuance of the certificate does not mean the product can be marketed immediately.

Other requirements must be met, namely, labeling. Generally, these labeling requirements must be met in many countries.

Telecommunications product labeling in Japan varies by classification. For more detailed requirements, you can refer to our previous article on label requirements for Japan type approval.
