Paperwork Application for Yemen Type Approval 

Generally, there are two methods available for submitting a type approval application: local testing and document evaluation. However, to obtain MTIT certification, there is only one method available: the paperwork process, or document evaluation. Therefore, manufacturers need to understand the process of paperwork application for Yemen type approval.

Several requirements must be met to complete the paperwork application for Yemen type approval. These criteria are established by the Ministry of Telecommunications and Information Technology (MTIT). Currently, this authority is divided into two branches: MTIT Sana’a and MTIT Aden.

MTIT Sana’a oversees all certification requirements in the northern region and the capital city of Sana’a. Meanwhile, MTIT Aden oversees all certification requirements in Aden and other southern regions. Although they are separate authorities, both still use the paperwork application method for Yemen type approval.

Paperwork Application for RF Type Approval

The paperwork application is one method used to apply for Radio Frequency (RF) type approval certification. Another commonly used method is local testing.

This method is also called document evaluation. The process is typically used for countries that do not require local testing. This method involves only a document evaluation process, accompanied by test results from an international laboratory.

Each country has its own regulations regarding the requirements for laboratories whose test results are accepted. Some countries already have a list of accredited laboratories with which they have established partnerships. 

Other countries do not have a specific list. In such cases, test results are generally accepted from any laboratory that meets applicable international standards.

Typically, not only international standards, but test results must also meet the requirements of the destination country. This pertains to frequency usage, power levels, and emission limits.

Is Local Testing for Yemen Type Approval Mandatory?

As previously mentioned, the paperwork application for Yemen type approval is the only method available. This means there is no option for local testing.

The absence of a local testing process certainly simplifies the certification process. However, the challenge in Yemen is the certification application that must be submitted to two different regional authorities.

Sample requirements for Yemen type approval 

There are no sample requirements for Yemen type approval, as there is no obligation for local testing. Samples will only be required if you do not already have test results from an international laboratory. 

In this case, samples will be required for testing. The number and type of samples will depend on the device’s features, the type of testing, and the laboratory’s policies.

Foreign Laboratory Testing Requirements

Foreign Laboratory Testing Requirements for Yemen Type Approval

The absence of local testing has led MTIT to establish requirements for foreign laboratory testing. The purpose is to ensure that test results are issued by laboratories that are accredited and meet international standards.

MTIT stipulates that test results are only accepted from laboratories accredited to ISO/IEC 17025 with standards referencing Conformité Européenne (CE). Test results will cover Radio Frequency (RF), Electromagnetic Compatibility (EMC), and safety. 

For these international laboratories, MTIT does not maintain a specific list. Test results may be accepted from any laboratory that meets the established standards and covers the required testing standards. 

So far, there are no differences in the testing requirements for foreign laboratories between MTIT Sana’a and MTIT Aden. However, since MTIT Aden decided in early 2026 to issue its own certificates, we will monitor the situation.

Paperwork Application for Yemen Type Approval 

The paperwork application for Yemen type approval involves strict documentation requirements. These documents play a crucial role in the evaluation process.

Several documents must be submitted by the applicant for Yemen type approval. The following are some of the required documents:

  1. Completed application form, signed and stamped by your applicant.
  2. Technical specifications (TCF) and test reports for Radio, EMC, and Safety in compliance with international/IEC or European standards.
  3. Declaration of Conformity (DoC), issued and signed by the manufacturer.
  4. User manual and Schematic.
  5. Internal and external product photos.
  6. An authorization letter from the manufacturer or end client to Dimulti, signed and stamped.
  7. Authorization letter from Dimulti to Yamani agency, signed and stamped.
  8. For renewal applications, please attach the previous certificate to be renewed.

This document applies to MTIT applications in Sana’a and Aden. However, please note that each authority has its own separate application form. 

Specifically for MTIT certification in Aden, an additional document is required: a list of countries where the relevant equipment has been approved.

Once the documents have been collected and prepared, they will be submitted to the MTIT authorities in Sana’a and Aden. You can submit them simultaneously.

This will allow the certificates to be completed at the same time. This is because both have the same processing time for paperwork application for Yemen type approval.

Having the certificates completed on the same date will allow your device distribution process to proceed across the entire territory of Yemen. This will prevent any delays in distribution in any specific area.
