Document Requirements for Yemen Type Approval

In Yemen, due to sociopolitical circumstances, certification applications must be submitted to two different authorities—one for the northern region and one for the southern region. These result in slight differences in the documentation requirements between the two authorities. By understanding the document requirements for Yemen type approval, you will know exactly what is needed to cover the entire country.

Both certifications serve as safety and quality standards established by the two different authorities. The MTIT Sana’a certification applies to telecommunications devices distributed in the northern region. Meanwhile, the MTIT Aden certification applies to telecommunications devices distributed in the southern region.

This article will help you understand the document requirements for Yemen type approval. As a result, your devices can be distributed and used in the two distinct regions of Yemen.

Differences Between Certification Authorities 

Before understanding the document requirements for Yemen type approval, you should know that two different authorities regulate certification: MTIT in Sana’a and Aden.

Both authorities actually require the same documents, but there are slight differences between them. Before 2015, type approval certification was regulated solely by the government in Sana’a through the Ministry of Telecommunications and Information Technology (MTIT).

However, since the outbreak of the war in 2015, there have been two governments: one in Sana’a and another in Aden. Each exercises authority over the territories under its control.

Understanding these two authorities will help you gain a deeper understanding of the Yemen type approval certification application process.

1. MTIT Sana’a

MTIT Sana’a is the authority that has been issuing type approval certifications for the past several years and continues to do so. This authority operates under the Houthi government. 

Since the split into two authorities, MTIT Sana’a certificates are only valid in the northern region and the capital city of Sana’a. Until now, they have continued to issue certifications for products distributed in the areas under their control.

2. MTIT Aden

MTIT Aden is a new authority established in 2015. However, this government is the one recognized internationally. Although the authority has split, MTIT Aden has not previously issued type approval certificates.

Nowadays, they have recently begun issuing them in late December 2025 and early 2026. For the distribution of telecommunications equipment in Aden and other southern regions, certificates issued by the Sana’a authority are no longer recognized.

What are the Document Requirements for Yemen Type Approval?

Now that you understand the differences between the MTIT authorities in Sana’a and Aden, you know that a single certificate from just one authority is no longer sufficient.

To market devices throughout Yemen, certification from both authorities is required. Now it’s time to review the document requirements for Yemen type approval at these two different authorities. 

The documents required for both certifications are essentially the same, but there are a few differences that need to be noted. MTIT Aden certification requires additional documents that differ from those required by MTIT Sana’a.

In general, several document requirements for Yemen type approval must be prepared and submitted. The following documents are required:

  1. Completed application form, signed and stamped by your applicant.
  2. Technical specifications (TCF) and test reports for Radio, EMC, and Safety in compliance with international/IEC or European standards.
  3. Declaration of Conformity (DoC), issued and signed by the manufacturer.
  4. User manual and Schematic.
  5. Internal and external product photos.
  6. An authorization letter from the manufacturer or end client to Dimulti, signed and stamped.
  7. Authorization letter from Dimulti to Yamani agency, signed and stamped.
  8. For renewal applications, please attach the previous certificate to be renewed.

It should be noted that each authority has its own application form. For the MTIT Aden certification, you must submit an additional document listing the countries where the relevant device has been approved.

Document Evaluation Process

The document evaluation process is the only procedure for applying for the MTIT Sana’a and Aden certification. Neither of these authorities requires local testing for the certification process.  

This means that to apply for certification in Yemen, you must already have a test report from an international laboratory. Of course, not just any laboratory, but one that is accredited to ISO/IEC 17025—a standard that aligns with Conformité Européenne (CE). 

This laboratory will issue test results for Radio Frequency (RF), Electromagnetic Compatibility (EMC), and safety. The type of testing is, of course, tailored to the features of the device.

The test report will be combined with other Yemen type approval requirement documents to be submitted to each authority. Both authorities will evaluate the submitted documents.

If the evaluation is passed, the certificate will be issued by the respective authorities. However, if the evaluation is not passed, you must complete the incorrect or missing documents and resubmit them to the rejecting authority.

Those are the document requirements for Yemen type approval that you must prepare. You must have a clear understanding of the differences in the documents and the authorities that regulate them.

Incomplete documents will result in certification delays or rejection. Lack of knowledge regarding the differences between authorities will also lead to distribution challenges in a particular region.

Therefore, it is important to understand these differences and prepare all necessary documents for both authorities from the very beginning of the application process. This will allow you to access the entire Yemeni market easily and efficiently.
