Label Requirements for RF Certification in Malaysia

Label requirements for RF certification in Malaysia, also known as the MCMC label, are outlined in eTAC/DOC/01-1.1, Article 14. The regulation states that labeling is not the responsibility of SIRIM.

It is the certificate holder’s responsibility to ensure that all certified products are affixed with a valid certification mark. This must be completed before the products are imported or marketed in Malaysia.

There are several things you need to know regarding the labeling requirements for RF certification in Malaysia. These relate to label components, labeling methods, and label placement.

Two label components

The MCMC label consists of two components: the MCMC logo and the SLP ID. Both must be included in the labeling; only one cannot be used.

  • MCMC Logo: This logo is the official symbol of the Malaysian Communications and Multimedia Commission. It is a triangle containing the letters M-C-M-C.
  • SLP ID: The Self-Labeling Program identification number that is directly linked to the certificate holder, the principal party, and specific imported product units.

Serial number and IMEI registration

Before creating an SLP ID and applying the label, each unit must go through the process of registering its serial number or IMEI on e-ComM. This is because without registration, no SLP ID will be issued. Without an SLP ID label, the MCMC label is not valid.

Since June 2015, Malaysia has implemented this program for all certified telecommunications and multimedia products. This means you can label the products yourself without having to wait for SIRIM to issue the stickers.

Each product must register its serial number or IMEI number through e-ComM. Every unit must go through this serial number registration process.

There are two types of products with different registration processes: those equipped with cellular features and those that are not. Products equipped with cellular features, such as smartphones and modems, will require an IMEI number.

For products not equipped with mobile features, an appropriate unique identification method is used. This process is proposed by the certificate holder and must be approved by SIRIM.

This registration must be completed before each shipment or import takes place. The steps are: the registration process, shipment-by-shipment verification, and before customs clearance.

Labeling Methods

MCMC labels must cover more than 1% of the product’s printable surface and be at least 8 × 8 millimeters in size. Labels may be applied as physical stickers, printed directly onto the product, engraved, or embossed. Ensure that the labels are durable.

SIRIM permits the use of electronic labels, but not for all products. This method is only permitted for products equipped with a built-in display.

Label Placement

MCMC labels must not be affixed haphazardly. SIRIM has designated specific locations for label placement. Place the label in a location that is easily readable and clearly visible.

The label must be affixed directly to the product’s surface, not to the packaging or warranty card. SIRIM permits affixing the label to the packaging or warranty card upon submission of an official statement.

Label stickers can be applied before or after customs clearance. However, registration of the IMEI number or serial number must be completed before the import process begins.

Labeling and Recertification The validity period for RF certification in Malaysia ranges from one to five years. This means that products whose validity period has expired must undergo recertification.

The certificate renewal process follows the same procedures as the initial application. You need to complete the recertification process by noting the certificate’s printed issuance date.

This is entirely your responsibility; SIRIM will not send any notifications. You are fully responsible for the certification process. The same applies to labeling, SIRIM bears no responsibility in this regard.

A new certification will result in a new certification number, which will affect labeling requirements in Malaysia. Therefore, you must pay attention to the new labeling requirements and any older devices still in circulation.
