Is Local Testing for RF Certification in Malaysia Mandatory?

There are two available pathways for applying for RF certification in Malaysia: local testing and paperwork. Local testing is the non-standard pathway and is the recommended pathway for certification applications.

SIRIM recommends that applicant for RF certification in Malaysia use the document evaluation pathway, also known as paperwork. This pathway requires only the submission of test reports from an ISO/IEC 17025-accredited international laboratory that complies with CE or FCC standards.

Although not a standard or recommended pathway, local testing may be mandatory in three specific situations: mobile-based devices, IPv6 devices, and international reports that do not meet SIRIM technical specifications.

  • Mobile-based devices: Products that require local testing.
  • IPv6 devices: Local testing is a common practice even though international laboratory testing is technically permitted.
  • International reports that do not meet technical specifications: This refers to test results that do not comply with the Malaysian Technical Code, Class Assignment, Spectrum Plan, or Equipment Assignment.

Three types of tests

Undergoing local testing for RF certification in Malaysia means undergoing three types of applicable tests: Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Safety Testing.

  • RF Test: In this test, wireless signal transmission is evaluated based on four parameters: frequency range, output power, bandwidth, and spurious emissions.
  • EMC Test: In this test, your device will be verified to ensure it does not interfere with other devices.
  • Safety Test: This test ensures the safe use of the device and its power adapter.

The scope of testing

Based on the types of testing required in Malaysia, there are two types of laboratories available: RF and EMC. These two laboratories have different scopes of coverage.

EMC laboratory

The EMC laboratory covers a wide range of products, including:

  • IT equipment
  • Industrial and scientific products
  • Audio-video devices
  • Lighting
  • Household appliances

RF laboratory

The RF laboratory has a broader scope, including:

Local Labs in Malaysia

To test your products that require local testing, SIRIM provides three laboratories for your use. These include SIRIM’s own testing facilities and private laboratories.

  1. SIRIM QAS International: Located in Shah Alam, Selangor.
  2. TÜV NORD AG: Located in Puchong, Selangor.
  3. TÜV Rheinland Malaysia: Located in Shah Alam, Selangor.

Samples Required

When your product needs to undergo local testing for RF certification in Malaysia, this means samples must be submitted. The number of samples depends on the product specifications and the required evaluations.

Generally, SIRIM will request four sample units: one each for certification, communication testing, safety testing, and EMC testing.

This differs if the device is equipped with cellular features. Typically, such devices require only one standard sample for functional verification. No full compliance testing is required; only basic functional checks are performed.

What Local Testing Actually Covers

Local testing for RF certification in Malaysia is slightly different from that in most countries. It is a brief verification process, not a full compliance test.

SIRIM conducts this process to confirm five items. The following items need to be confirmed:

  1. Model and label inspection: Ensuring that the model, brand, and rating labels match the submitted documentation.
  2. Frequency band confirmation: Ensuring the device operates within the frequency bands permitted in Malaysia.
  3. Output power inspection: Confirming that ERP and EIRP are within the approved limits.
  4. Connectivity check: Verifying that the device can send and receive data normally.
  5. Basic operation testing: Performing several tasks, ranging from powering on the device, observing transmission and reception behaviour, and confirming that key functions work as described in the user manual.

In essence, SIRIM confirms that the submitted device matches what was submitted.
